Colliers Hill Design Guidelines

Color Considerations
  • Consider your neighbors’ colors, you do not want to choose the same colors but maybe choose one
that will complement or harmonize with your neighbors’ colors
  • Consider the colors of existing structures like your roof, stone, and architectural accents
  • Certain color schemes are better suited for certain architectural styles than others
  • Highlight interesting architectural details
  • Light colors will make your home seem larger, darker colors smaller

A few popular change requests are listed below. Other change request requirements are described in the full Colliers Hill Design Guidelines

Fence Stain Color (Two matched stains to pick from): Guiry’s (who bought the local Diamond Vogel stores) says the replacement is Benjamin Moore UltraSpec Solid Color Stain GS212SO -or-Sherwin Williams in Erie; they have it on file for homeowners, saved in their system as “Colliers Hill Fence”.

Landscaping

To submit for landscaping, please provide a completed submittal form along with a landscape plan. The plan does not need to be professionally done but it does need to be clear, to scale, and include the following: property lines, home footprint, and descriptions of each item and note if it is existing or proposed (evergreen shrubs, deciduous tree, paver patio, fire pit, etc.). If you have questions on additional requirements for any hardscape items (fencing, patios, etc.) beyond showing them on the plan with dimensions, please let me know and I can give you that information. Also adjacent neighbors signatures are only required for certain items. Please see the attached guidelines to see if those signatures will need to be obtained.

Accessory Buildings

No outdoor storage sheds, whether metal or wood, are permitted. Decorative gazebos, swimming pool cabanas, play structures and other types of accessory buildings are subject to approval by the DRC.

All residential structures and expansions must be approved by the DRC. Detailed plans must be submitted that include the plan of the structure on the lot, elevation views, dimensions, types of materials to be used, types of paint, stain, etc. Structures and expansions must comply with the approved development standards (including setbacks and height restrictions) on file with the Town of Erie and must harmonize with the house and the neighborhood.

Temporary Structures
No structure of a temporary character, including but not limited to a house trailer, shack, storage shed, greenhouse or outbuilding shall be placed or built on any Lot. Camping tents set up for cleaning or occasional overnight sleeping by children will not require approval from the DRC if left up no longer than forty-eight (48) hours. During the actual construction, alteration. repair or remodeling of a structure or other Improvements, necessary temporary structures for storage of materials may be erected and maintained by the person doing such work. No unsightly conditions, structures, facilities, equipment or objects shall be so located on any Lots where they are visible from a street or from any other Lot.

Concrete

To submit for concrete work, please provide the completed submittal form along with a plan (does not need to be professionally done but does need to be clear) showing the footprint of the home, property lines, footprint of the concrete work, with dimensions and a photo of the front of your home. If proposing anything other than standard gray concrete, you will also need to provide an image of the proposed finish/material.

Fencing

To submit for fencing, please provide the completed submittal form along with a plan (plan does not need to be professionally done but does need to be clear and to scale) showing the footprint of your home, property lines, location of the fence, and location of any gates noting their width. Dimensions from fencing to property lines must be included when fencing is set back from property line. Portions of fencing that exist should be clearly delineated on the plan.

Patios, Decks, Gazebos, Covered Patios

To submit for a deck and/or patio, please provide a completed submittal form including signatures from the neighbors on each side of you and rear (if applicable) along with a plan (does not need to be professionally done but does need to be clear and to scale) showing the footprint of the home, property lines, footprint of the deck/patio with dimensions, and dimensions from the deck/patio to the property lines and an elevation of the proposed railing (if applicable) noting dimensions and materials. If any materials will be synthetic, the manufacturer name, line, and color should be included as well as a brochure or image to show any applicable color and/or design options. Lastly, please include a photo of the rear of your home. If the proposed deck/patio with be higher than 30”, adjacent neighbors signatures need to be obtained.

Sports Equipment/Play Structures

Written approval from the DRC is required for all play structures and sport courts. Any Owner installing a sport court must notify all adjacent property owner(s) using the Improvement Notification Form and must submit a Proof of Improvement Notification Form to the DRC when plans are submitted for approval.

  • All exterior recreational equipment must be submitted for approval.
  • Equipment such as basketball backboards, sport courts and play sets may be located in the rear or side yard only.
  • Basketball backboards which are mounted on a permanent pole next to the driveway or temporary portable units may be allowed with written approval from the DRC.
  • At no time shall a temporary portable basketball unit be allowed in a street.
  • Size and color will be considered by the DRC on a case-by-case basis depending on Lot size and proximity to neighbors.
  • In no case may play structures exceed eleven ( 11) feet in height (including canopy).
Basketball Hoop

To submit for a basketball hoop, please provide a completed submittal form including signatures from the neighbors on each side of you along with a plan. You will also need to provide the dimensions of the hoop as well as an image of the proposed basketball hoop.

Solar Panels

Passive and active solar energy systems must be integrated into the architecture of the structure area. Written approval by the DRC is required prior to installation or construction. Solar collection panels should blend into overall architectural massing and roof form designs. Solar panels should be at the same pitch as the roof, even though the slope may not be “optimal.” For solar collection, the small increase in panel size that may be required to increase the efficiency of the collector array is preferable to the visual conflicts of different angles and slopes on the roof. Solar panels will not protrude more than twelve inches (12″) above roof surface or above the ridge line of a roof. No exterior plumbing may be visible.

You must provide a roof plan / satellite image showing the proposed solar panel locations for your roof.

To submit for a trash enclosure, please provide the completed submittal form along with a plan (plan does not need to be professionally done but does need to be clear and to scale) showing the footprint of your home, property lines, location of the enclosure, and an image of the proposed enclosure with specification.
